今回の Topic は、国連英検特Ａ級、２０１２年度第２回の問題からです。

         How can the UN support the development of democracy?

a) Thesis Statement          

        The United Nations has been making a great effort to promote development of democracy through ensuring respect for and observance of human rights, helping developing countries creating participatory politics,　and　promoting inclusive and sustainable economic growth. 

b) Body の部分を構成する３つの Paragraph の Main Idea は、

第１ Paragraph　国連は、１９４８年の総会による世界人権宣言の採択を通じて民主主義の発展の基礎となる人権尊重を推進している

第２ Paragraph　更に、国連開発計画（UNDP)は、発展途上高における民主主義の浸透を資金面で支援している

第３ Paragraph　国連は、持続可能な開発目標（２０３０ Agenda Sustainable Development Goals）の実行を通して、民主主義が根付くための社会基盤の確立を支援している

３. Sample

       The United Nations has been making a great effort to promote development of democracy through ensuring respect for and observance of human rights, helping developing countries creating participatory politics,　and　promoting inclusive and sustainable economic growth.   

       To begin with, the United Nations has taken the initiative to the adoption of the Universal Declaration of Human Rights in 1948, which states that the will of people shall be the basis of the authority of government, and the International Covenant on Civil and Political Rights in 1966, which lays the legal basis for the principles of democracy under international law.  In particular, the Covenant guarantees freedom of expression and the right to vote and secret ballot, which are essential for people to participate in democratic decision-making process.  

       In addition, in the field, the United Nation Development Program (UNDP) and the United Nation Democracy Fund have helped developing countries establish democratic governance to ensure that human rights and fundamental freedoms are respected, promoted and fulfilled.  With the help of NGOs and international volunteers, the UNDP has assisted fledgling democracies developing policies and legislation as well as providing electoral assistance.  And the UN supports women’s participation in political and public life in those countries.  These efforts have paved the way for creating participatory politics.               

       Finally, the United Nations, with the 2030 Agenda for Sustainable Development, has been promoting global economic growth, which enables every people to have quality jobs to lead a decent life.  Since democracy, development and respect for human rights and fundamental freedoms are interdependent and mutually reinforcing, cohesion and wellbeing of societies based on inclusive and sustainable economic growth is crucial for developing healthy democracy.  Moreover, the UN has stressed the importance of good quality education because it can foster democratic values in people’s mind.           

       In conclusion, the United Nations can effectively promote the development of democracy in the ways I mentioned above.
