今回の Topic は、国連英検特Ａ級、２０１４年度第１回の問題からです。

          How may the UN play a role in resolving conflicts within sovereign states?

２. Structure

a) Thesis Statement          

        The United Nations, especially the Security Council may make recommendation on the peaceful settlement of the conflict and take enforcement measures to resolve the conflict if the Council determines the continuance of which might endanger the maintenance of international peace and security. 

b) Body の部分を構成する３つの Paragraph の Main Idea は、

第１ Paragraph　グローバル化した現在の世界では、純粋な国内問題としての紛争は存在しない

第２ Paragraph　更に、安全保障理事会はその紛争の平和的解決に向けた助言を行う

第３ Paragraph　それでも紛争が解決しない場合、安全保障理事会は経済制裁を含む強制措置を実施できる

３. Sample

       The United Nations, especially the Security Council may make recommendation on the peaceful settlement of the conflict and take enforcement measures to resolve the conflict if the Council determines the continuance of which might endanger the maintenance of international peace and security.       

       To begin with, although the United Nations may not interfere in genuine domestic issues, the world has become so interconnected and interdependent that there would be no conflict which respects national borders.  Under the present Charter, the Security Council may investigate any dispute or situation to determine whether the continuance of the dispute or situation is likely to endanger international peace and security.  Also, any Member Stats, the General Assembly, or the Secretary General may bring any dispute which might lead to international friction to the attention of the Council.  

       In addition, if the Security Council identifies the existence of the threat to the peace, breach of the peace, the Council may recommend methods for adjusting such disputes or terms for its settlement to the parties to the conflict.  If the parties fail to follow the recommendation, the Council may decide what enforcement measures to be taken for the settlement of the dispute.  These enforcement measures include economic sanction, complete or partial interruption of any means of communication and severance of diplomatic relations.

       Finally, if the Security Council should find these measures inadequate, the Council may call for military enforcement action, which includes air, sea, or land operation, demonstration, or blockade.  Under the Charter, all Members undertake to accept and carry out the decisions of the Council.  And the General Assembly may make recommendation for peaceful settlement of any dispute or situation to the Member States and the parties to the conflict unless the Security Council has the conflict under consideration.  The recommendation as an expression of world opinion should have positive effect on promoting peaceful settlement of the conflict.                 

       In conclusion, the United Nations, especially the Security Council should play a significant role in resolving conflicts within sovereign states as I mentioned above.
